GOP assails Obama on foreign policy, defense

TAMPA, Fla. (AP) ? Republicans delivered a scathing indictment of President Barack Obama's national security policy, although the Democrat's aggressive approach has often been compared to that of his GOP predecessor, George W. Bush.

Defense and foreign policy, largely footnotes during the first two days of the Republican convention, were at the core of speeches by Sen. John McCain, Obama's presidential rival in 2008, and Condoleezza Rice, Bush's secretary of state. Neither uttered Obama's name Wednesday night in their prime-time remarks, but the target of their criticism was clear.

"For four years, we've drifted away from our proudest traditions of global leadership," McCain said. "We've let the challenges we face, both at home and abroad, become harder to solve."

He faulted Obama for projected cuts to defense spending, a timetable for withdrawing U.S. forces from Afghanistan and an unwillingness to use more U.S. military force to stop the months of bloodshed in Syria. McCain drew the loudest applause when he criticized the government over suspected national security leaks.

Rice acknowledged the nation's weariness from the two long wars in Iraq and Afghanistan that Bush started but said: "If we are not inspired to lead again, one of two things will happen: No one will lead and that will foster chaos, or others who do not share our values will fill the vacuum. ... We do not have a choice. We cannot be reluctant to lead ? and one cannot lead from behind."

Republicans have seized on the words "leading from behind," which an unnamed Obama adviser used in a New Yorker article, even though the idea is to empower others while avoiding the perception of unilateral U.S. action.

Rice recalled standing at her desk the morning of Sept. 11, 2001, and learning of the terrorist attacks. She made no mention of Osama bin Laden and Obama's order as commander in chief for the Navy SEAL operation that killed the terrorist leader.

"Our friends and allies must be able to trust us," she said. "From Israel to Poland to the Philippines to Colombia and across the world ? they must know that we are reliable and consistent and determined. ... Our military capability and technological advantage will be safe in Mitt Romney and Paul Ryan's hands."

National security has barely warranted a mention at the convention as jobs and the economy remain the dominant issues for the electorate. The short shrift also reflects a political reality of the past four years ? Republicans have made little headway in challenging Obama's aggressive security policies.

Obama has waged a secret campaign against al-Qaida in two countries ? one on the Arab Peninsula, the other on Africa's east coast. Navy SEALs took out bin Laden in Pakistan in May 2011 and armed drones have pursued al-Qaida terrorists within the country, degrading the group.

The U.S. military and allied forces aided rebels who overthrew Libyan leader Moammar Gadhafi last year. Prodded by Congress, Obama has imposed tough sanctions on Iran amid recent hints of a cyberwar against Tehran. The president has ended the war in Iraq and taken steps to draw down U.S. forces in Afghanistan after more than a decade of fighting.

In opinion polls, Obama gets high marks for his handling of foreign policy and edges out Romney on the issue. An NBC-Wall Street Journal poll earlier this month of registered voters found 54 percent approval for the president's work while 40 percent disapproved.

Romney insisted Wednesday that Obama has been less than forceful.

"For the past four years, President Obama has allowed our leadership to diminish," the Republican presidential candidate told the American Legion in a speech in Indianapolis. "In dealings with other nations, he has given trust where it is not earned, insult where it is not deserved and apology where it is not due."

Rice was pressed repeatedly during an interview on "CBS This Morning" to provide specific examples of where Obama has failed on foreign policy. She declined to offer any examples.

"It's a question about what a President Romney would do," she said. "There is no doubt that the United States' voice has been muted. When the United States' voice is muted, the world is a more dangerous place."

A group of Democrats countering the Republican line argued that the ticket of Romney and Paul Ryan is the least experienced on national security of any Republican presidential duo in decades.

National security "is a strength of President Obama's," said former Rep. Tim Roemer, D-Ind., who cited the "litany of achievements and accomplishments of the Obama administration," including the killing of bin Laden, the fall of Gadhafi and aid to Israel for the "Iron Dome" system to intercept shorter-range rockets that might be launched by Palestinian and Hezbollah militants.

"No wonder Republicans don't want to talk about national security when the president has a spotless record," Roemer said.

Republicans are convinced, however, that they can make political inroads with cuts in military spending even though they voted for the reductions last summer.

"The Obama administration is set to cut defense spending by nearly a trillion dollars. My administration will not," said Romney, a former Massachusetts governor.

In fact, some $500 billion in cuts are over 10 years and were part of the deficit-cutting plan that Obama and congressional Republicans backed in August 2011. Romney's running mate, Rep. Paul Ryan, and McCain voted for the reductions.

If Congress fails to agree on another plan to slash the deficit, an additional $500 billion in cuts would kick in during January 2013.

Rep. Howard "Buck" McKeon, R-Calif., chairman of the House Armed Services Committee, said Wednesday that he'd "like to see the governor beat up on the president" over the looming cuts.

Buying a property with a regulated tenancy - READERS QUESTION

I am considering buying a property with a regulated tenancy. It is occupied by one person who is getting on in age. As I understand it once the tenant is no longer living there, either by going into residential care or moving or passing away, the property becomes mine to do with as I wish. Is there anyway that some one not presently living there can claim to take over the tenancy, such as a relative or friend who moves in to care for the elderly person or just another family member.

Also if I purchase the property in the name of one of my children does this create problems with HMRC?

LOS ANGELES (AP) ? Tony Scott, director of such Hollywood hits as "Top Gun," ''Days of Thunder" and "Beverly Hills Cop II," died Sunday after jumping from a towering suspension bridge spanning Los Angeles harbor and leaving behind several notes to loved ones, authorities said.

The 68-year-old Scott's death was being investigated as a suicide, Los Angeles County Coroner's Lt. Joe Bale said.

"I can confirm that Tony Scott has passed away. The family asks that their privacy is respected at this time," Scott's spokesman, Simon Halls, said in a statement.

An autopsy is scheduled for Monday, coroner's Chief of Operations Craig Harvey said. He said investigators located several notes to loved ones that Scott left in his car and at another location, but that they were not described in initial reports as suicide notes.

He said Scott parked his car at the crest of the bridge, which is 185 feet above water, before leaping to his death.

Several people called 911 around 12:35 p.m. to report that someone had jumped from the Vincent Thomas Bridge spanning San Pedro and Terminal Island in Los Angeles Harbor, according to police Lt. Tim Nordquist.

A dive team with Los Angeles Port Police pulled the body from the murky water several hours later, Nordquist said. Scott's body was taken to a dock in Wilmington and turned over to the county coroner's office.

One lane of the eastbound side of the bridge was closed to traffic during the investigation. Cargo vessels moved at reduced speeds through the east side of the port's main channel during the search, said Los Angeles Fire Department spokesman Brian Humphrey.

The British-born Scott, who lived in Beverly Hills, was producer and director Ridley Scott's younger brother. Distinct visual styles mark both siblings' films ? Scott was a thrill-seeker himself in his personal life, an avid rock climber who also liked driving fast cars and motorcycles. Still, filmmaking was his real thrill.

"The biggest edge I live on is directing. That's the most scary, dangerous thing you can do in your life," Scott said in an interview for his 1995 naval adventure "Crimson Tide." ''The scariest thing in my life is the first morning of production on all my movies. It's the fear of failing, the loss of face and a sense of guilt that everybody puts their faith in you and not coming through."

Tony was the first of the Scott brothers to enjoy blockbuster success with "Top Gun," starring Tom Cruise, the top-grossing film of 1986 at $176 million. Scott teamed with Cruise again four years later on the hit "Days of Thunder." He also had a sequel to "Top Gun" in development.

But Ridley Scott later managed more and bigger hits than his brother and earned a level of critical respect never achieved by Tony Scott. "Gladiator" won the best-picture Academy Award for 2000 and earned Ridley Scott one of his three best-director nominations; Tony Scott never was in the running for an Oscar, and critics often slammed his movies for emphasizing style over substance.

Even Scott admitted that it was a challenge to infuse drama into some of his scenarios ? for example, cars racing in circles in "Days of Thunder." In an interview for that 1990 summer hit, Scott was blunt about where some of the ideas came from.

"I went back and I stole from all race movies to date," Scott said. "I took the better elements, then tried to build on them. Really, the speed, the energy and the placement of the audience inside some of the cars came in the editing room ...

"I'm always pushing for something new and fresh in the way things are shot, and the rest happens in the editing room ... The real speed comes from the cutters and what they do with the celluloid."

While Ridley Scott had an auspicious start to his film career with 1977's acclaimed period drama "The Duellists" and 1979's "Alien," Tony Scott bombed with his debut, 1983's supernatural romance "The Hunger," with David Bowie and Catherine Deneuve.

He vaulted into Hollywood's top ranks the next time out, with "Top Gun," followed a year later by "Beverly Hills Cop II," both with producer Jerry Bruckheimer.

The two brothers ran Scott Free Productions and were working jointly on a film called "Killing Lincoln," based on the best seller by Bill O'Reilly. Along with countless commercials, their company produced the CBS dramas "NUMB3RS" and "The Good Wife" as well as a 2011 documentary about the Battle of Gettysburg for the History Channel.

Tony Scott said he gained perspective by mixing things up between film, TV and commercials. "I like changing the pace of my life, changing my discipline. It gives me ideas for how to see the world differently," Scott said in a 2007 interview.

Besides "Unstoppable," Scott worked with Washington on four other movies: "Crimson Tide," ''Man on Fire," ''Deja Vu" and "The Taking of Pelham 123."

In a tweet Sunday, director Ron Howard said, "No more Tony Scott movies. Tragic day."

Director Jon Favreau tweeted, "Such sad news about Tony Scott. Heartfelt condolences to his family and friends."

Other Scott films include "True Romance," written by Quentin Tarantino, "The Fan," with Robert De Niro, and "Enemy of the State," starring Will Smith.

Scott was married to actress Donna Scott, who appeared in several of her husband's films. They have twin sons.

Completed in 1963, the 6,060-foot Vincent Thomas Bridge links rises 185 feet at its highest point above the Los Angeles Harbor. Many have taken their lives by jumping from the span.

The bridge has been used in many Hollywood productions, among them "Charlie's Angels," ''Gone in 60 Seconds" and "The Fast and the Furious."

Harvey said the bridge has not been used frequently by suicide jumpers in recent years.

University of Miami scientists have developed a way to switch fluorescent molecules on and off within aqueous environments, by strategically trapping the molecules inside water-soluble particles and controlling them with ultraviolet light. The new system can be used to develop better fluorescent probes for biomedical research.

Previous studies have used water-soluble particles to bring organic molecules into water. What is novel about this system is the use of a photoswitching mechanism in combination with these particles.

The findings published online by Chemistry-A European Journal, describe the creation of a fluorescent photoswitchable system that is more efficient than current technologies, says Francisco Raymo, professor of chemistry at the UM College of Arts and Sciences and principal investigator of this study.

"Finding a way to switch fluorescence inside cells is one of the main challenges in the development of fluorescent probes for bioimaging applications," Raymo says. "Our fluorescent switches can be operated in water efficiently, offering the opportunity to image biological samples with resolution at the nanometer level."

Fluorescent molecules are not water soluble; therefore Raymo and his team created their system by embedding fluorescent molecules in synthetic water-soluble nanoparticles called polymers that serve as transport vehicles into living cells. Once inside the cell, the fluorescence of the molecules trapped within the nanoparticles can be turned on and off under optical control.

"The polymers can preserve the properties of the fluorescent molecules and at the same time assist the transfer of the molecules into water," Raymo says. "It's a bit like having a fish in a bowl, so the fish can carry on with its activities in the bowl and the whole bowl can be transferred into a different environment."

The new system is faster and more stable than current methods. The fluorescent molecules glow when exposed simultaneously to ultraviolet and visible light and revert back to their original non-luminous state in less than 10 microseconds after the ultraviolet light is removed.

By using engineered synthetic molecules, the new system is able to overcome the natural wear down process that organic molecules are subject to when exposed to ultraviolet light.

"The system can be switched back and forth between the fluorescent and non-fluorescent states for hundreds of cycles, without sign of degradation," Raymo says.

The surface of the system can be customize to help it attach to specific molecules of interests, thus allowing researchers to visualize structures and activity within cells, in real time, with a resolution that would otherwise be impossible to achieve.

The Space Foundation invites students from around the world in PreK-12th grade (or the equivalent outside the U.S.) to enter its annual student art contest. The 2013 Space Foundation International Student Art Contest theme?If I Were Going??challenges students to imagine how they would personally experience space travel, exploration or settlement and then interpret that idea into an original work of visual art.

Teacher sponsorship is required, and teachers must submit artwork entries for their students.

The Space Foundation will give a total of 41 awards to 36 winners: first, second and third place in each of three media/art categories for each grade level/age group. One grand prize winner will be selected for each grade category from among the first place winners in that group for a total of four grand prizes. In addition, the SpaceFoundation will confer a Space Foundation Achievement Award, which will be selected by the Space Foundation graphic arts team from among all the winners.

A team of investigators from UC Davis and Peking University have discovered a mechanism that may explain how alpha hydroxyl acids (AHAs) -- the key ingredient in cosmetic chemical peels and wrinkle-reducing creams -- work to enhance skin appearance. An understanding of the underlying process may lead to better cosmetic formulations as well as have medical applications.

The findings were published in the Journal of Biological Chemistry in an article entitled "Intracellular proton-mediated activation of TRPV3 channels accounts for exfoliation effect of alpha hydroxyl acids on keratinocytes."

AHAs are a group of weak acids typically derived from natural sources such as sugar cane, sour milk, apples and citrus that are well known in the cosmetics industry for their ability to enhance the appearance and texture of skin. Before this research, little was known about how AHAs actually caused skin to flake off and expose fresh, underlying skin.

The cellular pathway the research team studied focuses on an ion channel -- known as transient receptor potential vanilloid 3 (TRPV3) -- located in the cell membrane of keratinocytes, the predominant cell type in the outer layer of skin. The channel is known from other studies to play an important role in normal skin physiology and temperature sensitivity.

In a series of experiments that involved recording electrical currents across cultured cells exposed to AHAs, the investigators developed a model that describes how glycolic acid (the smallest and most biologically available AHA) enters into keratinocytes and generates free protons, creating acidic conditions within the cell. The low pH strongly activates the TRPV3 ion channel, opening it and allowing calcium ions to flow into the cell. Because more protons also enter through the open TRPV3 channel, the process feeds on itself. The resulting calcium ion overload in the cell leads to its death and skin exfoliation.

"Our experiments are the first to show that the TRPV3 ion channel is likely to be the target of the most effective skin enhancer in the cosmetics industry," said Jie Zheng, professor of physiology and membrane biology at UC Davis and one of the principal investigators of the study. "Although AHAs have been used for years, no one until now understood their likely mechanism of action."

Besides being found in skin cells, TRPV3 also is found in cells in many areas of the nervous system and is sensitive to temperature as well as acidity. The authors speculate that the channel may have a variety of important physiological functions, including pain control.

Lead author Xu Cao, who conducted the study with UC Davis scientists as a visiting student from Peking University Health Science Center, focuses on TRPV3 channel research. With a team of researchers in China, he recently contributed to the discovery that a mutation in TRPV3 leads to Olmsted syndrome, a rare congenital disorder characterized by severe itching and horny skin development over the palms of the hands and soles of the feet. While in the UC Davis Department of Physiology and Membrane Biology, Cao discovered that AHAs also utilize the TRPV3 channel.

"Calcium channels are becoming increasingly recognized as having vital functions in skin physiology," said Cao. "TRPV3 has the potential to become an important target not only for the cosmetics industry but for analgesia and treating skin disease."

The other study author and co-principal investigator is KeWei Wang of Peking University School of Pharmaceutical Sciences, where the research was conducted.

Question: Should I turn in my savings bonds and invest in something else?

I don?t know a lot about economics but I have questions.

Well, I have been fortunate enough to have very generous grandparents who fund my college. I have about 100k left in savings bonds for college. (This is the actual value they are at now.)They are mostly 5 or 10k savings bonds. Some have matured and are growing at a rate of 3 or 4 percent (they were taken out when I was a child and the economy was better then which is why the mature rate is this high or whatever.) I decided to go to a cheaper school, so? I will not nearly need all this money. When I cash in these savings bonds, the government is going to tax me to hell because they are not being spent on education (as they remain untaxed if they are going towards a university as a full-time student.)

I am wondering if I should take them out now and invest in something like gold or silver or anything that will grow faster than these bonds but not with too much risk. Something that I wont be taxed so much for. Or should I just it in the form of bonds to be safer?

No, you should not. Not until you learn more about investing. People talk about maximizing their investment, but the thing that makes the biggest difference for amateur investors is not whether you get 4% or 8%. It?s avoiding the 35% loss because you chose a bad investment.

Gold and silver are not good investments. They don?t inherently grow. The only thing that makes them go up and down is how badly people want to own them. Stocks are different. They go up and down based on how badly people want to own them, but while you?re holding them, the company itself can grow, so you now own a part of a larger company. If you buy an ounce of gold, it will always be an ounce of gold. It won?t grow.

Right now, gold and silver are very, very high. Might they go a little bit higher? Yes. But there?s a good chance they can go a lot lower. As soon as people see the stock market increasing, they dump gold and buy stocks. Gold is not safe. You can lose a lot of money on gold (and silver).

Despite rocky region, Israeli tourism booming

JERUSALEM (AP) ? It's priming for a risky showdown with Iran over its suspected nuclear program, concerned about neighboring Syria's bloody civil war spilling across the border and dealing with terrorists attempting to infiltrate from Egypt's lawless Sinai Peninsula.

But that doesn't seem to be deterring hundreds of thousands of tourists from flocking to Israel each month. Despite the region's turmoil, Israel is enjoying an unexpected tourism boom, and 2012 is shaping up to be a record year.

Nearly 300,000 tourists arrived in July, a record for the month and an 8 percent increase over the previous July, according to the Tourism Ministry. The trend is nothing new: The ministry says each month of 2012 so far has set an all-time record for that month.

"It's a period where, on the face of it, we should be struggling with an economic downturn and the Arab Spring around us," said Uri Steinberg, head of the America department at the Tourism Ministry, "but it hasn't worked out that way."

He said Israel initially hoped that tourists fearful of traveling to Egypt would choose Israel instead. But more often than not, he said, tourists planned Israel-Egypt combo tours and then put off the whole trip because of the unrest in Egypt.

Israel has more than made up the difference with American and eastern European travelers, who are arriving to the Holy Land in record numbers.

Just a decade ago, Israel was overwhelmed with suicide bombings and shooting attacks on buses and restaurants that killed more than 1,000 Israelis and devastated incoming tourism. With the recent years of calm, a post-9/11 sense that Israel is no longer disproportionately dangerous and an aggressive worldwide campaign to promote Israeli tourism, the tables have turned.

Steinberg said Israel has also become a destination for specialized tourism. These include Jewish and Christian faith-based travelers to the Holy Land, bird watchers, opera fans and marathon buffs.

Gay travel has also provided a boost. Tel Aviv was recently crowned by readers of the travel website GayCities and American Airlines customers as "Best Gay City of 2011," ahead of New York, Toronto and London.

Young American Jews taking part in organized trips, such as Birthright Israel, are increasingly spreading the word back home to older, wealthier relatives.

"Faith-based travel, though, is our bread and butter," said Steinberg. "There are 85 million Americans who identify as Evangelical, and they all want to visit."

The numbers point to an economic rebound in the United States, he said.

Nearly 70,000 July tourists were from the United States, a nine percent increase over the previous July.

The second largest source, with just under 30,000, was Russia. In the past two years, Israel dropped its visa requirements for tourists from Russia and Ukraine. In the Ukrainian capital of Kiev, dozens of large billboards promoting Israel as a tourist destination can be seen flanking downtown streets.

Naturally, the holy city of Jerusalem is a top draw, attracting 80 percent of all those who visit Israel, according to the Tourism Ministry.

Not everything is rosy, though. Tourism operators complain of a severe shortage of hotel rooms and affordable accommodations. In Jerusalem, for instance, rates in upscale hotels start at $450 a night, and quality budget rooming options are limited.

Mark Feldman, CEO of ZionTours, the largest American-owned travel agency in Israel, said Israel caters to high-end visitors and modest pilgrims but offers little in between.

"Tourists are being overcharged for hotel accommodation," he said. "I'd say Israel is a happening place to get away to. I wouldn't market it as good value for your money, though."

The fear of violence is never too far away either.

"The biggest concern here is whether Israel is going to go to war with Iran, but that is the only concern by and large," Feldman said.

The Tourism Ministry says it has no control over that. But in a partial attempt to rectify the price of travel, on Thursday it announced a $20 million investment to renovate and expand six hotels across the country. The initiative will add 146 hotel rooms.

The ministry said projects approved in 2012 are expected to add 1,123 hotel rooms overall, with $190 million in investments.

"Increasing the number of hotels promotes competition and reduces the cost of vacation packages for many Israelis and foreign tourists whose numbers are increasing and therefore we need to make the necessary preparations in order to accommodate them," Tourism Minister Stas Misezhnikov said in a statement.
